This confirmation from Grant Shapps directly, before DVSA announced anything, has hopefully provided clarity without the DVSA ‘should not’ emails. It will be interesting to see what the DVSA say, but sadly those of us in Tier 4 will be heavily restricted for Christmas and possibly the New Year.
